Official Rules
ALL FEDERAL, STATE, LOCAL AND MUNICIPAL LAWS AND REGULATIONS APPLY. VOID WHERE PROHIBITED.

1. Eligibility. Subject to the additional restrictions below, the Frightsight.com Costume Contest 2007 (the “Contest”) is open to U.S. residents (excluding Puerto Rico), i.e. children, ages 3-8; teens, ages 9-15, and adults, ages 16+. Entries for participants under 18 years of age must be submitted parent or legal guardian. Employees of The Blade, Chucke Cheese, Major Magics, Learning Express, Car Stereo One and each of their respective affiliated companies, their advertising and promotional agencies, and the immediate family members of, and any persons domiciled with any such employees, are not eligible to enter or to win.

2. Contest Period: Contest period begins at 12:01 a.m. (C.S.T) October 21, 2007 and ends at 4:59 p.m. (C.S.T.) November 9, 2007.

3. How to Enter. Beginning at 12:01 a.m. (C.S.T.) October 21, 2007 and ending at 4:59 p.m. (C.S.T.) November 9, 2007, enter by emailing a photo of the entrant in his or her costume to mpinciotti@toledoblade.com. Include name and age of entrant; name of entrant’s parent or guardian (if entrant is under 18 years of age); and adult submitter’s address, daytime phone number and email address. Sponsor reserves the right to verify proof of age. Photo should be in gif or jpeg format with 200 DPI resolution or less. Most digital pictures taken in the mid-to-high quality camera setting will be fine. Poor quality photos of either type will not be accepted. Only one photo and entry per person. Entries with incomplete or incorrect information will not be accepted. All photos become property of The Blade, and will not be returned. Copyrighted photos must be accompanied by a photographer’s release. Submissions must be received by 5:00 p.m., November 9, 2007. No mail-in or in-person entries will be accepted.
Sponsors will not be responsible for incomplete, lost, late, misdirected or unintelligible entries (either photos or accompanying information) or for failure to receive entries due to transmission failures or technical failures of any kind, including, without limitation, malfunctioning of any network, hardware or software, whether originating with sender or sponsor. In the event of a dispute, all online entries will be deemed to have been submitted by the owner of the ISP account from which they were sent. For these purposes, an ISP account holder shall mean the natural person assigned to such ISP account by the Internet access provider, online service provider or other organization responsible for assigning ISP addresses for the domain associated with such ISP account. All entries become property of sponsor and none will be returned.
Any questions regarding the number of entries submitted or the owner of an ISP account shall be determined by sponsor in its sole discretion, and sponsor reserves the right to disqualify any entries by persons determined to be tampering with or abusing any aspect of the contest.

4. Prizes.
Kids 3-8: 1st Prize: Photo featured on outdoor billboard, $20 Chucke Cheese gift card, $50 Major Magics gift card, $20 department store gift card and $13 Learning Express Webkin; 2nd Prize: $20 Chucke Cheese gift card, $25 Major Magics gift card, $10 department store gift card and $13 Learning Express Webkin; 3rd Prize: $25 Major Magics gift card and $9 Learning Express Webkin; Nine runners up receive $9 Learning Express Webkins.

Teens 9-15: 1st Prize: Photo featured on billboard and $100 department store gift card; 2nd Prize: $50 department store gift card; 3rd Prize: $25 department store gift card.

Adults 16+: 1st Prize: Photo featured on billboard, and $450 car starter from Car Stereo One; 2nd Prize: $250 Car Stereo One gift card; 3rd Prize: $100 Car Stereo One gift card

5. Winner Selection. The Blade digital marketing creative team will review all entries and select winners based on costume creativity, originality and quality of execution. Winners will be selected on or about November 15, 2007. Odds of winning depend on the number of eligible entries received. Winners will be acknowledged in print in The Blade and online at www.toledoblade.com. Top winner in each age group will be featured in an outdoor billboard.

6. Winner Notification and Acceptance. Winners will be notified on or about November 16, 2007, at the telephone number provided on each winner’s entry. Sponsor will call during regular business hours. Failure to reach winner during regular business hours by phone may result in disqualification of winner, forfeiture of his or her interest in all prizes, and selection of a substitute winner from among all remaining eligible entries. Photos of winners will be displayed for one week. For winners under the age of 18 to appear on billboards, a release form granting permission must be signed by parent or legal guardian. A valid photo identification of the parent or guardian may be required. Prizes are nonassignable and nontransferable. No substitutions allowed by winner. Prizes and individual components of prize packages are subject to availability and sponsor reserves the right to substitute prizes of equal or greater value. The winner is solely responsible for reporting and payment of any taxes on prizes. The winner may be required to complete an affidavit of eligibility/liability and publicity release (except where prohibited by law) which must be returned within five (5) days of date of personal delivery or date of postmark. Failure to sign and return the affidavit or release within five (5) days, or to comply with any term or condition of these Official Rules, may result in a winner’s disqualification, the forfeiture of his or her interest in the prize, and the award of the prize to a substitute winner. Except where prohibited, acceptance of any prize constitutes winner’s consent to the publication of his or her name, biographical information and likeness in any media, including on the Internet, for any commercial or promotional purpose, without limitation or further compensation. Prizes not won and claimed by eligible winners in accordance with these Official Rules will not be awarded and will remain the property of sponsor. 

7. Participation. By participating, entrants agree to be bound by these Official Rules and the decisions of sponsor. Sponsor reserves the right to disqualify persons found tampering with or otherwise abusing any aspect of this contest as solely determined by sponsor. Sponsor also reserves the right to reject photos of costumes it deems unsuitable for audiences of all ages. In the event the contest is compromised by a virus, non-authorized human intervention, tampering or other causes beyond the reasonable control of sponsor which corrupts or impairs the administration, security, fairness or proper operation of the contest, sponsor reserves the right in its sole discretion to suspend, modify or terminate the contest. Should the contest be terminated prior to the stated expiration date, sponsor reserves the right to award prizes based on the entries received before the termination date.

8. Sponsor. The decisions of the sponsor regarding the selection of winners and all other aspects of the contest shall be final and binding in all respects. Sponsor will not be responsible for typographical, printing or other inadvertent errors in these Official Rules or in other materials relating to the contest.
